His drive and energy were particularly manifested at HOLBORN which was remarkable among London public libraries in 1946 in not having by then adopted the open access system which J D Brown had introduced at CLERKENWELL 50 years earlier and which had been universally accepted. The opening of HOLBORN's new central library in 1960, inter alia, brought the service into the forefront of modern public librarianship.
